That first link is status for the DGPS transmitters, which is part of a 'Differential' GPS system. Land-based transmitters that send out a correctional signal to correct for the enforced drift in satellite-based transmissions. That shouldn't affect anything unless you have a seperate DGPS reciever.

I haven't had any problems with my GPS last night or this morning just outside of Conyers.

For the past three and a half years I've been using GPS navigation at work, 12 hours a day, 5 to 6 days a week, but I have never experienced any to me noticeable problem with GPS network. Even if something happens to one satellite, there are still several others that are working fine.

I’d say that if a user thinks something is not right with the GPS network, it is very likely just an issue with his/her own setup.

the first link is for DGPS ground stations, only DGPS receivers near the down stations would get affected for DGPS function, GPS itself should still work.

the second link I don't know. but a receiver doesn't need all satellites to get a lock in. there are more than 30 GPS satellites in the sky, only 24 is needed for the network, and a receiver only needs signals from 3-4 of them to work. it's not possible that your problem was from a total GPS shutdown.
