most gps software is free, they're trialware.. it's the license after the trial is over that costs money .

To answer op: Good maps cost money for each copy of a software that uses it, so one way or another you have to pay to use good maps. So until free maps are as good as commercial maps (when tiger-line census data has information on one way streets), you wont see free gps navigation software.
