When the GPS receiver is connected the computer will not boot up, it will stay on the EPIA screen. If I plug the GPS receiver after the computer in on it will work normally. The receiver is a Holux USB GPS, carputer EPIA Mini ITX with Windows XP professional, Roadrunner with Simplistique.

I think you are drawing too much power. Try removing some of the other components, and see if ti boots with the GPS connected. How is the external hardrive powered, through USB or some other way. Is the 20gig a 3.5 or 2.5 inch drive?

I had the same problem with my airclick. If I ran the device through any kind of usb hub it magically worked, if you have one around give that a try.
If you hav eenable USB devices checked in the BIOS, that allows a USB keyboard to roam around before the USB drivers are loaded by your OS. If your receiver is putting out crappy data, or something, the motherboard can hang up trying to figure it out.
I second for trying it on a different port.
The fact that it works normally in windows suggests a POST conflict.

Disconnected the external hardrive and boot up normally with the GPS receiver connected. Looks like I'm drawing too much power for my PS.

You need to supply power directly to the drive...not through the EPIA usb port.
Like they said, a powered HUB might be your answer...power the hub directly off your power supply.
Yes, an m2-atx would suffice. Also, power your hard drive enclosure by drawing power directly from your power supply. But only after you get a higher wattage one.
