Well, how many discrete steps do you need?
    1) all off
    2) 1 led on
    3) 2 leds on
    4) 3 leds on

If you want each of those steps to have their own control, you need as many throws. Probably a rotary would work for you?

3 options, 2 way switch. Given that the switch can only be in two positions, in what position would you expect the switch to be for each of the 3 options? 3 into 2 doesn't go.

Well, since it was a two way switch, what i was going to do, is either A) everything off, B)Cup Holders only, C) Cup Holders + Under dash

this is what my orignal goal was

That's not what your previous message says. Please stop changing the specification.
Although you still have three options here, since one option is everything off you can achieve this with a centre off 2 way switch and a diode. Similar to your first diagram but with a diode between the outer terminals.

Like ok, so the switch has the settings, Switch1, switch2, and off

if i have switch1 set to two leds, how to i set switch2 up so it will go to those same 2 LEDS plus addition LED without coming on when switch1 is activated.
