Are you sure that the PORTS are unfunctional?
Try to check the voltage first (side pins: 5V, gnd)
Perhaps it is just a fuse problem...
What does the driver tell in hardware section?
Does it consume any milliamperes?
I have a compaq presario r3000 and all 3 of my usb ports are busted. Is there any way I can repair these?

no they are physically dmgd. Bent inside the usb wont stay tight, it jiggles and loses connection..
Oh I thought you meant that when you connect a usb device, ot doesn't work...yes you can fix does, just desolder the bad ones and solder good ones (is been done before with anything in the back panel...vga, ps2, serial connectors)

All else fails, snag a usb hub that connects via pcmcia
buy a 4/5 port usb hub and hard wire it
I repair laptops all day, and unless you are really good at soildering, then you'll have to buy a new mb for the laptop to repair those. Sometimes they are seperate, but most times it's all built into the mb.
Second this idea...its cheap, easy and especially since you can upgrade to USB 2.0 if you have an older laptop.
pcmcia as cheap, just be carefull as some of them (ie the 4 port versions) need a working usb port to draw power, i had one and it wouldnt work unless i had it plugged into a usb)
