I think you got jacked.
I just got a 700TSV off of ebay and made an ATX barrel connector for it. I plug it in (power) without plugging in the VGA cable (I do not have on yet, ordered it from Xenarc) and I first get a black screen, and then gradually the upper left corner of the screen fills in white pixel by pixel. Then, after about 5 seconds, the screen goes black and the green light blinks on and off.
Pressing any of the buttons on the bottom of the monitor resets it and it goes black, and then the corner gradually gets white again.

Do I have to have the VGA cable in there to have the screen load properly? Can't I access the Xenarc menu w/o the cable present?
Anyone have any thoughts? Is it dead? Should I wait for the VGA cable (due in on Wed)?

Make sure you wired it correctly, because I've plugged mine in many times without having the vga hooked up and have never experienced that. Though I do have an older xenarc, this still doesn't seem right. I've seen something similar on a lilliput that occurred because something inside was hooked up backwards. I think it was the backlight inverter, but I can't say for a fact since I'm not very familiar with liliputs. So if you have taken the screen apart, or have reason to believe it has been taken apart before, you may want to check the connections inside. Also, check to make sure you wired the ATX connector correctly.

I haven not yet opened the case up and don't plan to untill I get some more info b/c the Xenarc warrently sticker is still covering one of the screws and I dont really want to break it.
11.69 volts without a load? When you plug that into your monitor it will cause a voltage drop from the load of the monitor. So you may only me putting 9.5 to 10 volts to the monitor. Try to get a better source of power. Also if the monitor doesn't have an input signal after 5 seconds the monitor will go into stand-by, hence the blinking light. This is normal.
Just noticed you said your running off an ATX power supply. It will still cause a voltage drop, also most all ATX are cheaply made, and are noisy as hell. Get a clean 12v source, I bet your problems will disappear!

The ATX is for testing only. The system will be running off of an M2-ATX when it goes into the car. I am waiting for the VGA cable to come in from Xenarc. I will update then. Thank you all very much for your help thus far.
