OK, I started looking and reading and trying to understand it better. It looks like its a circuit for controling 2 relays, its basically a complicated version of what you have proposed Katit.

I didn't try it yet. Capacitor should be calculated depending what relay do you use (resistance of coil) and how long pulse have to be. You can build one quickly using 2 automotive relays and 1 500uf capacitor.

The EPC file is a diagram of the PCB board. The usually green composite board that has the circuit imprinted on it. If you go to PCB123's web site, you can download their circuit design software, and open this file if you want to look at it. But it is mostly for submitting to PCB123, so their computer can make the circuit board for you. Than all you do is buy the componants and solder them to the premade board.
P.S. the capacitor in the drawing is ( +---||--- ) between the two relays at the top.
