OK, I identified the ribbon cable. I tried it in both orientations and get the exact same result. I also tried it with the ribbon cable removed, and also the exact same result.

The gold "finger" contacts should be facing up for the touch panel connector where it attaches to the control board. It sounds like you have a defective touch controller.
OK, gold contacts were up originally (FWIW this would be the non-twisted cable position).

I've been having some trouble with my 10.4" lilliput the last couple of weeks on cold nights and mornings too. It randomly clicks all over the screen, and when it does respond to touch, the click will be at least a couple of inches from where I originally touched. After a couple of minutes with the heater running, it works like a charm.
Right now I'm suspecting the 10ft (give or take) usb cable running from my dash to underneath my seat. Is it possible that the cable is more susceptible to interference when it's cold out?
And when I say cold, I mean about 30F. (Cali)
