What's preventing you from using the native resolution of the display in the first place? That seems like the problem you should be seeking a solution for. Current drivers for video devices from both nVidia and AMD/ATI have full support for creating custom resolutions, do you not have similar options available? Power Strip is practically obsolete with the options available in modern video drivers, but if your drivers don't have these options you can still use it to set the correct resolution rather than relying on panning. Usually enabling desktop panning requires drivers with that capability, had you done any hardware or driver updates before this changed? I'm not familiar with Intel Atom, I'm assuming you're using an integrated video chipset and Intel graphics drivers?
