looks to be just a bare screen and inverter....... you will still need a vga controller.
I would say its nothing special

I'm pretty sure that this screen has standard hirose connection. I have seen them at my local electronics outlet for $90.

You will need a VGA controler card to make it work, expect to pay over $100 for that. Otherwise, nice that it already has the inverter.

If you are looking for a 10.4 do-it-your-self dash install this would work well, though I would question the low resolution in such a large screen (what is the point), I would think that you would want at least 800 x 600 at 10.4 inches.

what mobo you want to connect to it?
some of new EPIAs have LCD connector directly, so you will not need a VGA controler.

640x480 is fine for a Car PC. DVDs still paly full screen. And it means application buttons are a good size for a touchkit.
