No, those cables with the VGA connector are simply cables that have a VGA cable on one end and a propritary mapping of the VGA pins on the other end. They will only work with a LCD screen if it is already converted to a VGA signal. They ain't gonna let you hook up your laptop screen or some other screen directly to your VGA connector on your desktop PC since the LCD needs some inverter electronics to convert to VGA first.
