Ok, so I will have 2 screens. One a xenarc touchscreen(main), and another screen that just has a single rca video input.
My goal is to use the rca input for watching dvds from my car computer. Then use the xenarc to just generaly use the computer. What video card do I have to get to do this. I don't think i can go from vga to rca because it reduces the quality a ton(right?). Is there a video card out there that has a vga out and a rca out? If that is possible could I then use some software or something to make it happen the way I want?

It's not a matter of having the right player, it's in the vid card drivers. Nvidia cards let you play video on tv-out while still doing other things on the vga monitor.
