This is a long shot, but what is the refresh rate set on your VGA out? Some LCD controllers have difficulty with signals higher/other than 60hz.
I am having and insteresting problem getting my Allbrite display to work. First here are the model numbers of the equipment I am useing.

The actual lcd should be a NEC NL8060BC26-17 800x600, I have not yet taken it apart to find out for sure but everything I have read seems to say this is the correct screen for this model.
The controller is a Digital Display AG EPAP-200C I have also seen this controller refered to as a Signet EPAP-200C Not sure if the company changed names or got bought out. Anyway i found a spec sheet here
So I received the screen about a week ago and had not had time to hook it up as of yet, as i have been doing a lot of overtime at work and started new classes on Mon and Tue. Then i came across another thread where a person with my same exact setup was haveing problems hooking everything up and wanted to know if mine worked, so I Plugged it all in and got appearently the same results experienced by the other person. The screen only works when useing the RCA cable but not the RBG VGA. I set everything up neatly, turned the resulotion down to 800 x 600 and 16 bit color on my laptop and hit the LCD/CRT switch on the laptop and got a white line refreshing down the screen. Tried the RCA input and it worked (looked like crap but worked) I tried a differnt RBG VGA cable same result. I can use the on screen menu only when hooked in though the RCA I tried setting it to RBG and then switching and again, nothing. I tried useing both my laptop and desktop and tried rebooting them to see if it would diplay the low res BOIS screen, no luck.
Has anyone else experenced this problem?? Is it possible that the controller is not compatible with the screen? If a controller was not compatible could it work only on RCA output?? I noticed that the panel is not listed in the specs of the controller board, I realize that commonly boards that do work are not listed though. I bought this all as a kit from another member here, and I think he is rather reputible and it is MUCH more likely that I am doing something wrong.
I do not have my camera today but I should have it back tomorrow and can take pics of it setup over the weekend. Everything seems to be working, just no piture on VGA. I am connecting from my VGA out on my laptop/desktop directly into the VGA in on the controller card.

I checked my laptop and it is set to 60 currently but I will set it up again late tonight and see if that changes when changing monitors. Anyone know how to get windows XP set lower then 800 x 600 and 16 bit?? I know how to do for individual programs that i want to run but not windows in general.

How much does this monitor cost?
I believe this monitor is not avaliable anymore.
I've got datasheets for the NEC panel and a Dicon 1280 controller that does work with this panel. Maybe they can help you figure it out.
The Dicon datsheet is 631KB, so I can't attach it here.

Here's a "duh" question, but have you made sure that the input mode is set to VGA in the OSD? And tried the auto-adjust?
