All electronic devices have an OPERATING TEMPERATURE. A quick search revealed that most LCD in common use in our cars operate between approximately 25F and 158F (or approximately 0-50C). That is just how it is. Most of the issues described are because the temp is below the operating temp of the units.

Just give your car a couple minutes to warm up and everything should be fine.
Also, as mentioned, the RC circuit might be out of temperature spec, causing some funny operation. You can wait for the car to warm up (and that should cure the problem) or get better components, though they might be hard to locate, and will probably be expensive.
Other then heating the car or garage, there is little that can be done.
