no it gets it power from the 12v the LCD usesit's pretty old and it uses a serial Touchscreen which probably needs to be plugged into the keyboard port aswell for the extra power.
The 10.4 datalux only works at 640x480 60hz - and the older ones
only work with older video cards - they will "NOT" work with onboard
video from the motherboard - you will have to use a older AGP or
PCI video card - Most ATI Rage cards work so do 3DFX cards
The upgraded ones work just fine with onboard video from the
motherboard
Mine works well with video and games - its a TFT screen

You can convert the old 5V models to 3.3V.
But I am not saying that I recommend the old Datalux.
I do have one, but I use it on my HTPC in my bedroom. I display the UI on it, so that I can flip thru menus and such without covering up the TV's picture.
you can get a touch kit from digww for like $100. plus I think shocker has one for sale also!
