Sounds like quite the undertaking.
Windows can handle a whole pile of screens, but you're going to need multiple video cards (or multiple-headed card[s]) to handle them.
You might consider PDAs for the smaller screens. You can get software that makes them act like another monitor on your main comp, and they have touchscreens to boot. I don't know if you can set up multiple PDAs in this fashion though.
