Video Card Question (yes, i searched first)

Ok, I spent a half hour reading through the threads but I came up with nothing conclusive. I need a videocard that is less than 20 dollars that has the best quality for that money. I found this on ebay and bid on it:

Will this be good enough? I saw some people saying tridents and others said no to tridents, and everyone was saying get the ATI All in Wonder, but thats too expensive. The screen that i just bought and is on its way is here:

I am all new to this, so please let me know if I am making the right choices. I know people are having trouble with their screens. I am going to use DOS with a p-166 and 10G HD, and use the infrared remote for the mouse. suggestions? Thanks alot

I can guarantee that card's not going to finish it's auction at less than $20...

What do you need your vid card to do? Just TV out? if so, then really you should get a Trident TV out, or the All-in Wonder.
