I've no intention to read the 6 page thread you refered to.
But if you want to feed a 15 Khz RGBS signal to a screen you can always try the arcadeVGA card, which natively supports 15 KHz without any powerstrip or other software. It works fine for those oldschool arcade monitors.

It is made by Ultimarc, just for it.
There's also someone in this forum that used that card I think. If I'm not mistaken, it's an Aussie with a Ford Falcon.
