The sight isn't the most helpful, but it sounds like just a replacement for a USB sounds converter and I didn't see any indication of a built in pre-amp. It appears that it is outputing the levels compatible with home audio which is too low to get proper function from Car Audio (I could be completly wrong though as I am still learning about all this). It also appears to only have 2 outputs which means you would have to split for 4+ speakers, not have good base support, have zero fade support, and have no timing (critical for the best sound possible) support.
