Opt-Out Forums from Get New/Get Daily

Thanks to Gobby's leg work on this to find the appropriate modification. I've been slammed with work lately and wouldn't have been able to search for this till this weekend.

Implemented and tested briefly. Please note - this will not work with the New Posts: Live mod and I will not hack either mod to make it work.

To set-up the forums you want omitted do the following:

UserCP -> Settings and Options -> Edit Options -> Miscellaneous Options -> Exclude Forums from "Get New Posts"

Follow the instructions there and let me know if you have any issues.
