I try that and see the problems.
I need arabic just in Windows. to see files named in arabic.
I'm not 100% positive, but I am pretty sure that the restore DVD is a disk image and therefore you won't be given a language option. Equally not 100% positive, but can you use your Windows disk and do a "repair" install and swicth the language? Never tried it, just a thought. But, again, as has been mentioned, expect to run into "issues" if you deviate from the supported install options of mp3car.com

I wonder what kind soul told you that you need to reformat your drive to get that. All you needed to do was go to Windows Control Panel/Language and Regional Standards/Languages and tick "Install right-to-left languages support" (sorry for rough translation from Russian but it should be close). This way you would have retained StreetDeck in working condition and got the possibility of working with Arabic language in Windows apps (but NOT in StreetDeck!).
Now I presume you have installed Arabic version of Windows, right? Well, StreetDeck will not run on it correctly unless you do some deep hacking.
I'm glad it looks as if it will work out for you in the end, let us know how it goes after you get the restore DVD.
