The biggest thing with a car project is electric. Once you understand the electric in your car, the rest becomes easier. Without this knowledge, you will be guessing and have no idea what is going on for power. When researching, it's a great idea to learn a bit about electricity. Electricity is a very important part of this project.

Research:

AC vs DC
Ohms Law
Wire Gauge or AWG
Electrical fires
Fuses vs Circuit Breakers
Polarity
Conductors
Inductors
Interference or EMI

That will give you a decent background on electricity.
Now for applying that to the car, research alternators and also research car batteries. In a car, also realize that the body of the car is a giant negative wire. This is why you fuse every positive cable. If a positive wire touches that frame you're getting a short circuit. Don't learn this the hard way.

If you haven't done much with electric, it might be a good idea to find a kit that lets teaches you how to do simple electrical projects.

How can I make my own car panel with what materials and what tools? step-by-step.
The place where I put the pc is important too, and its need to be comfortable for use.

If you help me with that I think that the only part that is missing is the money for that project of mine :P and a sure car to work on (but I still need to make my own panels).
