Being brand new is no excuse for not utilizing the search function or the FAQs.

It can be used as a monitor if you have the ability to get a composite video signal from teh PC to that screen. The touchscreen will not control the PC.

If you have the PC parts lying around, then build it yourself. That would be the cheapest.
I put the PC portion of my setup together for under $400, and that includes replacing the motherboard once.
I'm about to replace the motherboard & CPU & RAM (since it's all pretty much dead at this point), so that figure will go up.

Do some reading on the forums and see what others have done. If you can pick up PC hardware on the cheap, then you can put together a funcitonal system withg very little outlay of cash.
Have you looked in the FAQ yet?
    How about the Wiki?

Under normal circumstances, a signature would go here.

That is a loaded question...depends on what you want to do. Check out the MP3 car store and the member classifieds for a start.
