Well, rather than try to modify the screen, why don't you try to modify what is displayed on the screen? If you are using a front end, then build a skin that is black on the top and bottom 1/4" of the screen but works normally.
I thought I'd heard of a program that replaces the Windows Explorer but I can't recall the name of it right now. It allows you to make the pc look like what you want but still access most of the features. Someone else may know the name.

Most (well the top two RR and CF) allow you to position the screen where you want it, and adjust the size. So you could offset the Y coord a bit and reduce the height. RR I know iwll adjust the skin, although it's not always 100% perfect, but then you can design yur own skin.
That won't fix any issues with windows displaying in the top portion though.
Both good responses. I haven't looked into the frontend yet because I was going to use a full qwerty keyboard and trackball (hidden in console) but I will give them both a look.
If you do recall that explorer replacement, please let me know.
