I remember way back that there was a key to turn on the 'turbo' function of desktops. If it's a newer computer, then I'm sure it's probably to keep the case locked. I know we have that on our servers.
My bet would be that it is intended to prevent the case from being opened. Like rat, we use them on our machines at the office.
a larger photo would help us determine what it's intended for.:)
putting the computer on a fax machine and sending us a fax would help more than that pic. :p

If that's the same case, then the black thing is a lock. See the locked padlock symbol to the left of the black knob.
I would suggest just trying to pull the case apart after removing the two side screws an see if you can at least look inside.
If they did supply a item like that without the key, I would be contacting the supplier and demanding the key. Otherwise remove the lock and then put something useful there
