What's a replacement governer chip? You could just hook it up via OBDII to the port and do it that way with custom software.
I am just starting with this "Car computer" business, so I was hoping that someone
could prove/disprove this idea: A desktop computer mounted in the trunk with a
dashboard LCD and the desktop is connected directly to the replacement governer
chip in the engine. The idea is "engine chip tuning on-the-fly." I was wondering
if/how this could be done. Any helpful advise would be appreciated.

That depends greatly on the year. If your car is pre-obd2, then you have a chance at being able to do this for a reasonable amount of money. If your car is OBD2 then you're looking at a couple thousand dollars to be able to re-program your ECU, and less likely to be able to do it on the fly. Some more information about your car and location would be helpful to answer these questions.
For what it's worth, in my 87 Camaro, I have a computer running the ECU, and am able to re-program it on the fly. Eg enter new spark and fuel tables, or things such as that. All in all the system cost me around $300 for the car interface. That is pre-OBD2, AND it's GM so it's a lot cheaper than most systems.

Thanks for the help. I kinda thought that some those boards/chips/? that you could connect to your ecu and pcm might just have a port for control and testing. I was thinking that, since when you chip an engine for power, that puts more wear on
the engine. I was thinking about presets that could give you more power temporarily
for races, and reset it to "economy" mode when you're done. I might want to look up these "OBD I/II" boards, too. If it helps people to help me, I have an '83 BMW 318i.
