Tray load technology doesn't magically not work on the road...what are you going to do with it that you are asking about? Also, 300mhz is gonna be pretty slow for DVD watching unless you have a hardware decompressor, and even then it might be iffy...somebody correct me if i'm out of line here...

That monitor is fine, similar to what I have...but does your video card have TV-out? That monitor takes a single RCA video cable, not a VGA...

If you're going cheap, for power, get an invertor and make that work.

With the computer you have right now I probably would not wan't to run anything other then Windows 98. Windows 2000/XP won't really run the best.

DVD playback will not be the best IMO. I once had an AMD 300 system and while playing dvds it was a little jerky.

Yeah and also as someone has already mentioned you will need an graphics card with TV output if you don't reeady have this?

2k will run fine...but you need to bump the memory to 128 or 256 to get anything done.

DVD is out...Divx out...small mpeg files ok...moving map/mp3 no problem.

Actually I am not sure if DVD will work or not...

Actually, the thing that plays DVD is the CODEC processor that is in your Graphics Card, and a higher Bus speed of the Motherboard helps. 300MHz for a Carputer is not that really slow, it only depends on what you wish to achieve. My system has a 333MHz CPU and I even underclocked it to 233MHz to reduce heat and power consumption. Over the years I have learned that efficient, low power consumption (hardware) is the best option as it elliminates every power problems in a car setup.
