    From a power standpoint

Will I be better off with the via m1000 or maybe buy a mobile athlon xp processor?

While I won't need that kind of power for playing mp3's and dvd's the boot up time would be much better.

I don't know the power consumption difference between the two although I am sure the via is less. Does anyone know?

Additionally, has anyone modded their carpc's to have a selective on switch that you can control from the front seat so it doesn't boot the computer every time you start your car for short trips etc?

I have found that the bootup time is dependant almost entirely on the hard drive speed.

The VIA motherboards POST pretty quickly, faster than my AMD boards do at home!

I have my Opus switched on manually by a switch next to the hand brake, rather than the ignition. This means I can leave it on without the key in the ignition, when I need to go inside and transfer files (I have the Opus set to 10 second shutdown, as I don't always need to to stay on for 20 mins or more!)
