you sure you use latest drivers? I have got 60, 70, 72, 75 on same HW.
I have an m10000 with the onboard s3 video, and everytime my windows restarts it isn't centered on my xenarc 700 ts screen. Everyone tells me that I should change my refresh rate to fix this problem. So, I tried changing it to 60, 75. 90, and like 100. These are the only four refresh rates that I can change. Anyways, I then plugged my xenarc into my desktop that has an upgraded video card, and it had a lot more refresh rates to choose from. So I changed it to 70 and VOILA, my screen INSTANTLY centered, and every time I restart it on that comp, it properly centers. So how do I fix this problem with my CARPC. I need to change my refresh rate on my m10000 to 70!. How do I do this. ?

I also have 70 as an option. As LagunaICE said, check your driver version. Please note that the latest driver version requires a bios update.
