First off, you're either going to use a Pentium 4 CPU or a Celeron. There is no Pentium Celeron. In order to determine the power draw for the CPU (the most critical figure for determining power needs), you have to know wxactly want CPU you're going to use.
If you're going to be using a mobile Celeron, that draws a scant 24.5w, in which case the Opus 150w would work just fine.
If you're going to use an LV Pentium M-738, it draws a scant 10w. Again, the Opus 150w would be fine. I'd also expect this CPU to be very pricey.
If you're looking at a P4 1.4G, it draws 69.1-73.7w (depending on series), which is more than the Opus 150w can supply.
