In your BIOS you can set it to ALWAYS ON STATE when it receives a source of power.
So if your PC is off and the power to your powers supply goes live then the PC will boot automatically.

I am doing some *work* on my system and have a standard desktop ATX power supply connected directly to my motherboard. Turning on the power (via switch on the back of the atx power supply) sometimes turns the system on and sometimes doesn't. How do I get this to work consistantly?

Another option would be to wire up a power button to the motherboard like it would normally have...
