If the white line is solid then it is not a turning lane.
Ok, here is the story, there is a Walmart supercenter and a few stores
that me and my dad go to, well, there is what looks like to some and
even to me, a tunning lane, but its not, and I have known a few people
that got tickets for using it like that,
well any way, me and my dad were out shopping, he has never got stopped,
or got a ticket in his life, always does the speed limit etc etc, and never
uses that as a turning lane, he sits at the light and waits, with his
turning light on, then turns, when its green, a guy in a big truck tries
to take the short cut and almost rear ends my dad,the guy honks and
gives him the bird, we park, and the guy parks next to us, I don't pay
any attention to the guy and start walking to the store, my dad is a
little slower than me, he is like 60, the guy starts the truck up and
drives around and tries to hit my dad and drives away, he saw the truck
just in time to push away from it, the guy speeds off, the guy is lucky he
did not hurt my dad because I would have killed him over that,
never got the license plate
but see what you think about the lay out of the road
the yellow is the lane in question, the red bars are the stop lights

Right, solid white means do not cross it. It's just extra space semis.
even if its a turning lane, doesnt red mean stop?
Red ALWAYS means stop, but in some states, you are allowed to turn Right on a red.
In California, a solid white line means "cross with care" or only cross "when safe".
"solid white line is an advisory or strong suggestion directing the driver to stay in their lane. It is however not against the law……UNLESS……you hit something then it is your fault. Or……UNLESS……you cause the car next to you to have a collision or even a near collision then again it is your fault. If you encounter a solid white line and by crossing it you do not endanger your fellow driver you may cross it"

I would tend to think that a turning lane, would always have a section where it is dashed to allow for people to get into the lane, and then solid. If it is solid the entire way I dont think it can be a turning lane.
Because even if the solid white line means "cross with care", I have never seen one that is the entire length of a turning lane...

Don't most WalMarts have cameras in the parking lots? If you can get his plates, at a minimum that is assault with a deadly weapon, possibly attempted murder.
