A few years ago we had a town council member make some pretty nasty posts on a site about another council member and his girlfriend at the time.
The posting guy thought he never would be found, he wasn't too computer savvy. The guy and gal that were the brunt of the comments started a lawsuit cus they thought they knew who it was. The lawsuit revealed the IP address, the other guy still denied. Finally, as they got closer, he caved, admitted guilt and was forced to resign. Also had to make a public apology at a council meeting that was like 20 minutes long (wound up on you YouTube I think). They accepted it, but still forced him to resign anyway.
NOTHING is annonymous on the web, you might as well put down your full name if you are going to slam somebody. Not too hard to find you with IP records. This seems a bit over the top and for those of us that post, contribute etc. in a friendly (most of the time) manner.
