How to start a Public group?

As it says =P I wanna start a group for swedish carpc owners

Get some webspace and setup the backend software (PHPNuke or PHPBulletin or whatever).
You can also go the cheezy Yahoo or MSN groups route.

and i'm guessing that either frodo or bgoodman would have to create the groups

If there is enough interest we could start a swedish section of the forums. We could then assign a moderator to that group. Let's see what the response is.

If there is scope for regional groups, then I'm sure that we'd have some interest for Australia.

I'd want to make sure that all the good technical stuff is still in the main tech forums, and that only region specific things are included in the regional groups threads. If you start splintering everything like this --> http://forums.nasioc.com/forums/ , then it becomes very difficult to read.
