Yes, every call answered or goes to voicemail (unless your provider offers "No answer transfer free") uses plan minutes . Once out of plan minutes you pay per minute at a much higher rate (0.25 - 0.75).

Crazy system is all I can say.
Does paying for incoming calls also apply to your home phone?

    Landlines are different.

Most providers only offer unlimited local calling. You can pay per call (not minute) both incoming and outgoing, but you have to request that plan.

Local long distance (in-state, but outside of local calling plan) and long distance are charged at a per minute fee, based on a third party provider.

I'm curious, are all the mobile phone plans like that?

In the UK you only get charged for calling not receiving.
Thats after all your free minutes have been used.

SBC does not charge for incoming calls on a land line.
T-Mobile give you first incomming minute free, and w/my plan (I asssume the norm w/T-Mobile) any call to or from another T-Mobile # is free.
The DNC reference above is a legit, government sponsored site. It is not a phishing site, nor do they rent, sell, or otherwise make any of your PI availabel to anyone.

To my knowledge yes, unless a provider offers free incoming calls.

Most all cell providers do not change for in-network calling (same provider to same provider).
Most all providers offer free nights and weekends (and holidays), but times and days vary by provider.
Some providers offer a mobile to home (any telephone number you want) for free.

If I was being charged for incoming I would not play the "get your own back on call-centres" game.

Thats where you put them on hold and pop back every so often to re-assure them that their call is important and your doing everything you can to find paper and pencil.

Longest so far is 20 minutes till they hung up.

Gonna P*** you all off here.

Standard plan in the UK includes at least 100 "any-network" minutes, receiving calls is free.

Premium rate numbers however are a different matter
