Is paying to receive calls the norm in the US?
If somebody calls and you are out of plan minutes, then you pay a per minute fee.
Also prepaid usually pays per minute fee.
Nextel offers free incoming calls. Some providers offer first minute free on incoming calls. Most providers count all minutes, no matter if it is incoming or outgoing.
