    little electronics help

    http://cre.ations.net/creation/44.

if you read through it cool lil project.

I was just wondering if instead of a PIC you could use rheostats and some capacitors to make the strobing effect.

or has it really just been too long since my electronics class?

You could use a 555 timer. They're only a few cents, available at even Radio Shack, and dont need programming. Just set it up to generate a square wave with adjustable frequency and duty cycle then you're all set.
