You could use a 555 timer. They're only a few cents, available at even Radio Shack, and dont need programming. Just set it up to generate a square wave with adjustable frequency and duty cycle then you're all set.

I was just wondering if instead of a PIC you could use rheostats and some capacitors to make the strobing effect.
