Windows 7 and admin rights for CF4

So ive done a new install on some new hardware and im struggling with admin rights (i think)for Cf...my known list of things i cannot complete ...webcam is seen in Cam plugin but cannot be selected but can be in dashcam...embeding a application ie oziexplorer can be set up but file .exe cannot be selected...its seen but it only selects the parent folder...xport will not never autostart as it usually can....i cannot add to the startup folder.yet dropbox and gpsgate added just fine with their standard installers....
Last of all i can only run centrafuse from the task schedular not from the startup folder..but it does work...
So im the admin....UAC is off...firewall is configured...folder permissions are set to full control for all files i require...oziexplorer and CF4 run as admin.....but so did xport tho...
Not sure im missing much but it doesnt play well right now....im using the same install disk and windows7 ultimate version i have done for the past 2 years.with only service pack 1 installed and the latest .net ....never ever had a problem with the atom setup.only thing that has changed is my hardware as its now a mobile i7 cpu still 2x2gb ram and a NF9G QM77 jetway board...question is can new/current hardware define the privliges i can get? And any ideas on how to fix or overide it all.

There is a bug in the latest version of CF4 that affects the selection of files. Fix coming soon (tonight maybe). Less talk, more coding....

Version 4.4.5 is now available. Click the "update" button in settings to download and install.

    Cheers!

Voice may have broke now...get error occured..
Custom Settings are lost....all is fine voice navigationg around back and forth between media to nav to settings...as soon as i say radio and it loads voice is unable to work again....(error occured)
Just checking win7 audio settings now,all seems untouched and as normal
Directed hd Radio definatly brakes voice.

It did mess with my settings...not sure ive solved it but i have fixed it...dug thru the logs and found the error.i think it refered to hardware unavailable and gave the error.only happened on voice command from active radio with buffer on...i have some clean error and cf logs....if its a needs a look at.
