i dont think there legal because some of the race is that you slow down for dramatic i guess...

the solar panels i would just have on my other hood or something so i can practice for longer!

Maybe you can rig something up with a conductor that zigzags side to side just below the track, with a lot of current going through it. Then you could rig up a coil in the car, that uses the resulting MLOF to generate a voltage, faraday style.

Surely building a minature fusion reactor shouldn't be that difficult these days
How about a flux capacitor? You can rig it to discharge slowly over the entire race. If it was a flux, you'd get LOTS of run time before it discharges. They operate at 1.1 jigawatts. More than enough for your car.
