About 14V is what your car battery outputs, so it sounds like the primary regulator blew. What is the voltage output on the secondary rail? Anything burnt on the PCB?

You might want to try what Dejan suggested, but I'm a little skeptical that it's going to work. I would test that secondary rail though, you should have regulated power (3A) coming out of that so it might be useful....unless that circuit if fried as well.
