You won't see a voltage change. You have to measure continuity.
I had this same symptom with a defective M4. What happened was the PSU would signal the PC to start but NEVER LET GO of the start signal. It works exactly the same as if you held down the power button on your PC and kept it held down. The PC will start but the power button signals it to shut down after being held for 5 seconds, so it shuts down.

You must be measuring it wrong *OR* the cable you are using is shorted. The mobo will only power on if it detects continuity to ground (if it is ACPI compliant). Otherwise, it wouldn't start up at all.

The story behind it starting up is the BIOS was set to start as soon as it gets power.
so it would power on when it gets the juice. and then, 5 seconds after, dcdc would send it a power-on signal, which would shut it down? Haha nice one!![]()
Looks like a bad board. Assuming that the jumpers are set for default (5s delay to power up, hold for 60s after ignition cutoff), if you still see no change in continuity when power is applied or removed, I'd say return it. You should be seeing a pulse at startup and as soon as the ignition cuts off, since the 60s delay is to give the machine time to shutdown gracefully.
