The standard P0 mode is just a normal power supply mode where it powers off when you power off the ignition and powers back on with the ignition BUT there is no pulse sent to the motherboard for on/off control.
None of the standard selections P1 - P4 have the 5sec/8hrs you mention so have you used a serial cable to program a special setting and should be using P4 mode ?

i havent been using p0 mode. and yes i have the serial cable and i reprogram p1 to be 5sec off, then 8h hardoff. but after the 8hr period, the ignition wouldnt turn the pc back on. it just turns it on for a sec or two then shuts off. im getting the same problem when i reset the m3 back to factory settings.

OK, I mentioned P0 mode because in your initial post that is the mode you mentioned you were operating it in.

Now regarding your latest information, it sounds like you might not have your remote turn-on wires connected to the correct pins of the header.
What are your connections to the header and which pins do you have the jumper on ?

I have the turn on wire on the right header because I tap that same line for a push button.

Did a google search for "m3-atx not restart after hardoff"
and found the following suggestion from another site

M2-ATX/M3-ATX Autostart does not work with Intel D425KT, D525MW
Change in BIOS power section the action "after power failure" to "stay on".

    Give that a try
