howto? Power controller of kiosk computer

I have civicduties kiosk computer and am wondering how I will control the poweron/poweroff of it.

Let's explain how the computer works.

you apply its 24 V - the system and fans are ON.
there is a RESET button to reset the computer.
I have yet to find a poweroff button.
there are no ComPorts in the device, only one USB.

when you shutdown, the computer/screen/etc shuts down, but the fans are still on (cooling device)

What I would need, is a way (any electronic circuit / DIY project) that would

-let me poweron the computer at complete power off
-call shutdown of the computer, leave power to the fans
-shut the fans after 10-15 minutes of poweroff.

is there anything that would let me do that?

I need to look up the formula for calculating the time for the cap bank. I *think* this will work. It is quite primative, i will try to find something more robust later tonight.

I do not mind primitive devices... but the problem reside somewhere else:

the power to the fan and to the computer passes by the same IO board.

When I put the device ON at first, the computer and fans are powering.

When I shut the computer off, the fans keep on working.

If I build that "capacitor bank" and place it AFTER the relay, trigged by the AC line, it should work as I need???

now i go and look at it again, i FUBARed that design to hell. More to come later.
You could get rid of that relay for the fans, and just have one main relay for the power. Then just put a cap on each fan you want to stay on. Follow what im saying?

FAN + ---------------+---------------- from i/o board
..............................|
............................CAP
..............................|
FAN - ---------------+--------------------GROUND

the periods are for spacing only.

I think I'll dig into tank devices and put it after a relay triggered by AC line and connected on a 12V...

but wo you have a clue how I would control any automated shutdown?

im guessing you mean like hibernation and the sort? I think in win2000 there is a power option of "When i press the restart button..." then just select shutdown or hibernation. I think that might work.

no I meant shutdown. I do not like hibernation with 98. I do not have a restart button, and I want to find a way that makes the computer shuts down when I turn off the car.
