if the PSU is on, then the pc is on, is that what you want, have a pc that is on all the time or you just want the PSU to be on but not the pc (you can't do that).
On the other hand, you can set your bios to turn the pc on when external
power is applied, so that when you switch the inverter, your pc comes on. I know, one of my PCs is shuttle and every time there is power outage, the pc comes on by itself when the power is back. That is how I know that we lost power when we are out.
Unless you want to use the PSU as is without a PC, just a source of power, easy, short the green (PS_ON) to the black (GND) on the connector, that would do the trick.
