Is it Necessary to have a Power Regulator Connected to the PSU?

Greetings,

I am in the process of building a CarPC on my 05 Corolla. I am planning to use an M1-ATX PSU to power the Via Epia m10000. Do I need to connect the PSU to a power regulator? Why would I need a power regulator? Thank you in advance for your responses.
