Ahh I get it, by measuring current, you meant short circuit current! That isn't how you measure current on a power supply!!!! Here is my version of what sproggy said: You get some kind of load and then measure the current to the load until the voltage at the load goes under the rated voltage. IE 11.8 volts or so. I am guessing that you said, Uhh, current, ok lets hook the current meter across the output and measure current. That essencially puts a .01 to .1 ohm resistor across your power supply. At five volts, it should read between 50 and 500 amps. This = Bad. If your supply has short circuit protection that is what you are reading. Try measuring the voltage at the supply while you are measuring current. If you arn't measuring 12 volts, you aint getting 3.5 amps.
I made a very simple load by going to GoodWill, buying a hair dryer, taking out the ni-chrome wire and using alligator clips.

I wasn't meaning to be harsh, but this guy is making these power supplies and selling them, and he doesn't even know what he is doing...just because some people may have been harsh to u befor , dosent mean you can be harsh to others. chill.

re-read these comments from your post. would you say this to his face? would you say stuff like this to anyone that you dont know? maybe you would , but i think most people would have more restraint. you didnt even get his name right. I know that on the net , anonaminity can allow people to act in a way that they wouldn't if they were restricted by social conventions , and free from the threat of violence (mental or physical). anyway this is offtopic by a mile and i shouldn't probably even post this.
