My first guess would to be to disable anything related to Power in the bios. APCI?
Hey guys I just got a dc-dc from Jeff and I hooked it up to a straight line (fused with a 30amp) from the battery and a ground to a common ground point for the car. Bios boots fine, WinXP starts loading, but then after the XP loading screen is done and it goes to switch to the desktop the screen goes black and you can move the cursor for a few and then it freezes. I'm using a FV24 with all the onboard goodies, Celery 800, 128mb PC-100, and a western digital 40gig 5400 rpm.
Anyone have any ideas on what to try to get this to work? I know the computer works because I can boot it off a normal ATX no prob.

Can you pop off the heatsink and check the core voltage of the CPU? Do you have another celeron that you can test to try to eliminate the problem?
You wouldn't happen to have a picture of the test setup would you? I could imagine this happening if you used really thin gauge alligator clips or thin wire, Put a volt meter right at the input terminals of the power supply and watch the voltage at the power supply as it crashes. If it is dropping very low, that might be the problem. I tested this supply with a motherboard and it worked for me, every setup is different though.

Does it work on a normal house circuit, or is this strictly related to the car power? If it happens on normal power, my guess is it's some driver/install issue.
I hate to state the obvious, but we need to cover all the bases... Remove everything but the minimum required to run the computer (all but the video card). Perhaps attempt disabling any "onboard goodies" in bios.
When all else fails, reinstall.

Doh! Cancel that, I just opened my eyes and read your post - works fine with a normal PS. Perhaps try this: Take your ATX PS, plug in some fans or a spare HDD to get it it to turn on, and plug the DC-DC into one of it's 12-V leads. Since we know the 12V power from the ATX is good, this will rule out the DC-DC. If it works, then your cars' power may be bad.
I have same PSU and Mobo as you =) and I'm happy to inform you that i had same problems .. or similar.
My problem was that when it was loading winMe, the HD would click ( reset itself) and then it would freeze completely and I would hear the annoying HD clicking away...
anyway I solved this problem by checking all my power connections to the PSU, specially the ground. Once I redid the grounding wire to the chassis , made sure i sanded it down until it was shiny, I didn't have that problem anymore.
First test at home with a 12V bench supply, if everything works fine there then it must be your car. It could also be that the PSU can't supply enough current to power whatever you got.
