To start up, it's easy.
Using 2 relays. The first one power by the ignition which turn on the inverter like you said. The second one power by the PSU 12V and the output is route back to power the first relay. This is only if the mobo support "Resume on power failure". There is 1 guy in this forum using this feature. I think his installed in on a Lincoln (Towncar or LS I can't remember, but it show off). To turn off the PC, you just hit the power PC's power button. If the ignition already off, everything is fine. If not only the inverter is on. The problem is if you forgot to turn off the PC, it will run untill the inverter shutdown due to low voltage or until the battery flat. If the inverter can survive cranking, it's good.
I can't really understand the 2nd portion of the sugestion.
