Unhappy DC DC PSu not working

Hmm, ok hardware is finished, put it in the car and it wont boot. In the house its run on an AT psu with all but the +5v and +12v lines cut and it works perfectly. In the car the hard drive spins up, the lights come on but it doesnt start the POST.

The PSU is outputting 5.67v on +5v line and 12.32v on the 12v line, against 5.43v and 12.88v from the AT supply, so it cant be a voltage issue. Anyone else had this trouble, or got any ideas?

It uses an AT supplu, there is no power good signal. I have the same pins connected on both the ordinary AT supply, and the DC-DC psu. Thanks for the suggestion though.
