Any suggestions at all would be great. Should I try contacting the manufacturer? Would the warranty apply here?

After changing some of the wire connectors, and am afraid I have blown my power supply. I have an m1-atx that is no longer powering up the mobo. I have a 12v const, switched, and ground going into the correct locations, but when 12v goes to the ignition wire on the PS, the mobo doesn't start up. I have tried the computer inside with a standard power supply, and it works fine. When I put a multimeter down the side of the wires (12v const and ground or 12v switched and ground), I am getting something like 4 to 5 volts. I am not sure why this is, because if I go a little further away, where the wiring has crimped terminals going into the power supply wiring, it reads 12v. Is this normal, does the PS do something to make this happen, or is this a sign that the power supply is ruined?
